An amendment to the Latta, Aspin, and Jones (OK) substitute amendment. The amendment provides that if any legislation providing new or expanded user fees shall be referred to the appropriate House Committee and that any reconciliation legislation reported by the Ways and Means Committee authorizing new or expanded user fees must be approved by the authorizing committee prior to submission to the Budget Committee. The user fees referred to are for inland waterways or deepwater ports or other user fees.
