An amendment to require that acquisition of petroleum for the Strategic Petroleum Reserve be increased to make the annual average daily rate of acquisition 200,000 barrels a day until the total stored is 750 million barrels. The amendment also requires storage of at least 140 million barrels in new permanent conventional steel tanks. The site for these barrels is to be submitted to Congress 30 days prior to their construction. Preference for federal land is to be given in selecting the storage site. And the amendment prevents any further work on storage facilities at Bill Hill, Jefferson County, Texas.
