An amendment to exempt health related research and research and development from the provisions of the bill. The amendment specifically exempts programs covered by the Public Health Service Act; the Comprehensive Alcoholism and Alcohol Abuse Prevention, Treatment, and Rehabilitation Act; the Drug Abuse, Prevention, Treatment, and Rehabilitation Act; certain titles of the Social Security Act; and any health related research program of the Department of Health and Human Services or its entities.
