An amendment to the Latta, Aspin, and Jones (OK) substitute amendments. The amendment reduces FY '83 defense outlays by 1.8 billion (reduces funds for MX development). It increases FY '83 outlays by 1.8 billion as follows: a) it transfers $100 million in FY '83 outlays from Clinch River to energy research and development, conservation, and the strategic petroleum reserve, and b) increases FY '83 education, training, employment and social services outlays by $1.1 billion for job training.
