An amendment to strike Sec. 203 of Title II. The section prohibits the use of funds to prescribe, issue, administer, or enforce any standard, rule, regulation, or order under the Federal Mine Safety and Health Act of 1977 on any State or its political subdivision. Under the language stricken the Mine Safety and Health Administration is to have the same enforcement authorities vested in it on September 30,1981. The amendment thus strikes language stipulating that the Administration has jurisdiction over various surface mining operations.
