An amendment in the nature of a substitute. The amendment strikes all after the enacting clause an adds a new text for the bill. The amendment reduces authorizations for all R+D line items by a total of 25.5 million and adds that amount to the President's 232 million request for aeronautical research and technology, for a total AR+T authorization of 257.5 million and 9.6 million below the committee recommendation.
