An amendment to add a new section. The new section prohibits the extension of beyond ten years of any provision prohibiting delivery of project water for production of excess basic agricultural commodities. Also the amendment makes the date of calculation of the ten years to be from the time of first delivery of water to the project. The restriction on water for such crops may be waived if the Secretary decides national security warrants.
