An amendment to specify goals and other requirements for the water conservation programs. The bill has general language saying programs with goals will be established. The amendment has the following specifications: a) include loss reduction measures and measures that are economically efficient and environmentally sensitive, b) contain time schedules for meeting goals with actions to be taken by the Secretary if goals are not met, and c) have reviews at at least five year intervals.
