An amendment to strike "water quality" from the list of uses that may be made of water provided in excess of ordinary quantities. The list would thus read: "irrigation, municipal, or industrial purposes". The amendment also adds, that the Secretary shall have the authority to waive payment requirements for water whose source was unmanaged flood flows of short duration.
