Amendment97th Congress
An amendment to make technical changes and additions. It adds that federal agencies cannot exercise control or supervision over a local agency on the basis of the agency applying for federal law enforcement assistance. It prohibits granting or continuing aid on the basis of adoption of regulations that require a quota system or other programs to achieve racial balance. Funds cannot be used to replace state funds otherwise available for the programs in question. Discrimination on the basis of race, sex, creed, national origin, or color in the use of the funds is prohibited. The amendment also has sections dealing with confidentiality of information, prohibition of land acquisition, repayment, recordkeeping requirements, reports to Congress, issuance of rules, and the Office of Justice Assistance.
