An amendment to express the sense of Congress that U.S. economic assistance to El Salvador should put an emphasis on revitalizing the private sector and supporting the free market system. Further the funds should be used, when possible, to stimulate private sector lending, and the President is urged to set aside a portion of the economic support funds to provide guarantees to private U.S. banks willing to give credits to the Salvadoran private sector.
