An amendment to specify that except where the President finds national security to require otherwise, all assistance to any government or international organization which aids or abets any individual or group which has committed an act of international terrorism is to be terminated. Also aid cannot be given for the five years following such termination. This restriction applies also for sales, credits, and guarantees.
