An amendment dealing with chemical and toxin weapons. The amendment states the sense of Congress that the President should through the UN or other appropriate diplomatic channels seek definite measures to bring an end to use of chemical and toxin weapons against the peoples of Laos, Kampuchea, and Afghanistan. The President should also determine the extent of the USSR's involvement in this matter. It also calls upon the USSR to provide information regarding the pulmonary anthrax outbreak near Sverdlosk, USSR. And, it expresses the sense of Congress that high priority should be given to negotiation of a treaty prohibiting development, production, and stockpiling of chemical weapons, with reliable verification provisions.
