An amendment to require the President in furnishing aid to Nicaragua to take into account the extent to which the government of Nicaragua engages in violations of human rights. It also requires termination of aid to Nicaragua if Nicaragua is determined to harbor any international terrorist organization or if it aids and abets terrorism in other countries. Aid is to be terminated if the U.S. determines that Cuban or Soviet troops are stationed in Nicaragua in such a way as to threaten U.S. security, or the security of a U.S. Latin American ally. And the amendment requires that funds provided Nicaragua be used to the extent possible to aid the private sector.
