An amendment to add that if a substantial number of older persons residing in any planning and service area of limited English speaking ability, the state will require the area agency to utilize in the delivery of outreach services workers who are fluent in the language in question. Also an employee is to be designated who will on a full time basis take action to see that these individuals of limited English speaking ability are provided counseling assistance in participating in the programs and receiving assistance under this Act, and provide assistance to the employees of the agency so that they may be aware of the cultural differences of the clients.
