An amendment to add a Senior Opportunities and Services program to the state and community social service grant program to make it a discretionary state activity. The program is to identify and meet the needs of older, poor persons 60 years of age or older in one or more of the following new areas a) development and provision of new volunteer services, b) effective referral to existing health, employment, housing, legal, consumer, transportation, and other services, c) stimulation and creation of additional services and programs to remedy gaps and deficiencies in existing services and programs, and d) other services the Commissioner deems necessary or appropriate to meet the need of the older poor and to assure them greater self sufficiency.
