An amendment to rename Subtitle D "Volunteers for Department of Agriculture Programs" (it is "Volunteers for Conservation" in the bill). The amendment states that the Secretary of Agriculture shall establish a program to use volunteers in programs of the USDA and not simply in natural resources assistance programs. The amendment adds that the program is not to displace local, county, and State committees established under Section 8 of the Soil Conservation and Domestic Allotment Act.
