An amendment to add to require the Administrator of the EPA to make a grant to mitigate adverse impacts from the construction of a grant eligible treatment works from any funds allotted to a state if 1) the state no later than February 1, 1981, has made at least a preliminary determination that a) the proposed works were reasonable, necessary, and appropriate means of mitigation of impacts associated with the construction of grant eligible treatment works and b) the cost of the proposed works are grant eligible and 2) the Step II construction grant or underlying grant eligible treatment work was made no later than February 1, 1981.
