An amendment to insert the language of H.R. 1309, To Upgrade Land Grant College Research Facilities. The amendment includes Tuskegee Institute in the land grant college research facilities improvement provisions. To improve the research facilities 10,000,000 dollars is provided for each of fiscal years 1982 and 1986. It provides that 4 percent of the funds are for administrative purposes. The funds may not be used for overhead costs by the eligible institutions.
