An amendment to require the Secretary of Agriculture to conduct a study of alternative marketing and pricing programs to assure the price paid by foreign purchasers for grain produced in the U.S. results in producers receiving an average amount for the grain that is not less than the average estimated domestic cost of production. This is to apply to wheat, soybeans, corn, and other feed grains. The domestic cost of production is to be determined from Department of Agriculture statistics and is to include the acquisition value of the land as the cost of land.
