Amendment97th Congress
A substitute amendment to the Findley amendment. The amendment states that it is the intent of Congress that the tobacco price support and production control program shall be carried out as to result in no net cost to the taxpayers other than administrative expenses incidental to implementation of any commodity program. The Secretary is to promulgate regulations to effect this no later than January 1, 1982. And by January 1982 the Secretary is to propose to Congress any changes in law necessary to effect this.
