Amendment97th Congress
An amendment to provide that when a producer samples, turns, moves or replaces grain or any other commodity which is security for a CCC producer loan or is held under a reserve program, and does so in violation of law or regulation, the county ASCS committee may forgive some or all of the penalties and requirements normally imposed on him for the violation. The committee must conclude the violation was inadvertent, accidental, done by lack of knowledge or understanding of the law or regulation, or done to prevent spoilage; and it must conclude that the action did not harm or damage the rights of any party. The committee must certify that a majority of its members makes these findings to the state ASCS committee.
