An amendment to authorize and encourage the Secretary of Agriculture to sell to the Soviet Union up to 220 million pounds of butter at $1.05 per pound (acquired by the government at a cost of about $1.50 per pound), and as much non fat dry milk at 50 cents per pound and cheese at 68 cents per pound (acquired at a cost to the government at about 94 cents per pound and $1.04 per pound respectively) as can be agreed to by the respective parties of such agreement.
