An amendment. The amendment strikes all of Title I, Dairy Production Act of 1981, and substitutes new language. It strikes Title IX, eliminating the sunflower price support program and inserting new language for the sugar price support program. It strikes the language for the Extension on the Farm Storage Facility Loan Program and inserts that it is to be mandatory in areas that the Secretary determines have a deficiency of such storage; thus striking language that sets the limit at 100,000 dollars for this loan program. Also, the Conservation Loan Program is changed from mandatory to discretionary, and the amendment requires that all funds for this loan program be provided in prior appropriation acts.
