An amendment to make changes in the Pell Grants program. It increases from 1,100 dollars to 1,200 dollars the minimum cost of attendance for commuting community college students without dependents. It also changes assessment rates, provides that the family contribution schedule for 1981-1982 academic year shall be the same for the 1982-1983 academic year, redefines "effective family income", and provides that certain funds paid under the Social Security Act shall be treated as student financial assistance.
