An amendment to strike language in the bill that permits the use of funds to remove persons from the list of those receiving minimum benefits of social security if they are not on the list as of October 1, 1981, and substitute language that states funds cannot be used for the "elimination of the so-called minimum benefit". This amendment would prohibit the cutting of minimum benefits regardless of when one comes onto the list.
