An amendment to prohibit funds for the Department of Health and Human Services to be used to pay salaries of officers and employees to enforce provisions of law that prohibit Medicaid and Medicare patients from receiving prescription drugs which the FDA has not yet ruled to be effective, but which are available to the general public upon prescription. The drugs are deemed by the FDA to be ineffective and evidence has not yet been provided to show that they are effective.
