An amendment to strike the provision in the bill that permits that to the extent the Commissioner of Social Security finds it will promote the achievement of the purposes of the Social Security Act in a more efficient and equitable manner, qualified individuals may be appointed to conduct hearings without meeting the requirements of the Administrative Procedures Act.
