Amendment97th Congress
An amendment to specify that to be granted a declaratory judgement states or subdivisions (and not all governmental units within its territory as in the bill) must have eliminated election procedures which the "court" finds inhibited or diluted equal access to the electoral process and engaged in constructive efforts to eliminate intimidation and harassment of voters or potential voters where the "court" finds such intimidation or harassment existed. The bill does not require such court findings.
