These funds are not to come from the Direct Investment Fund of the corporation, nor are they to be funds the Secretary determines are necessary for the Fund to meet its reserves and expenses under section 204 of the Foreign Assistance Act. If the total of $106,000,000 is not available, as much of that amount as can be transferred within these restrictions is to be transferred.
