An amendment to the D.C. Committee amendment. The amendment sets out conditions for the location of foreign missions in the District of Columbia. The location of foreign missions shall be subject to the District of Columbia Foreign Missions Commission, which is created by this amendment as an independent agency of the District. Its members are to be a) five members of the D.C. Zoning Commission, Chairman of the National Capital Planning Commission, and the Secretary of Defense. The amendment sets criteria to be employed in granting foreign missions permission to locate their facilities, and provides for an appeal process.
