An amendment dealing with scientific exchanges with the USSR. The amendment requires that prior to any renewal of agreements or increasing exchanges relating to science and technology with the USSR the Secretary of State report to Congress on the risk of transfer to the USSR of militarily significant technology through research exchanges, and other activities. The report is also to provide a description of the exchanges and other activities of the fiscal years 1979 through 1981. The report is to be prepared in consultation with the Department of Defense. The amendment also prohibits the use of funds of the State Department or ICA for long term scientific or technological study in the U.S. by citizens of the USSR in the US-USSR Graduate Student Young Faculty Exchange or Senior Scholar Exchange.
