An amendment to state that except for the President and Vice President none of the funds provided in this bill shall be used for providing a cook, chauffeur, or personal servant to an officer or employee of a department or agency. Also, except for the President and Vice President any passenger automobile purchased with funds in this bill must have an EPA estimated miles per gallon of 22 or better.
