An amendment to stipulate that no funds provided by the bill can be used to pay for an abortion except where the life of the mother would be endangered if the fetus were carried to term. The amendment also forbids use of funds for administrative expenses of any federal health plan that provides its subscribers with abortion benefits other than those that are necessary to save the life of the mother.
