Amendments en bloc to 1) stipulate that health care given to non-Indian patients in two facilities, in Oklahoma and New Mexico, can be given only if it does not impair the ability of these facilities to fulfill their obligations to Indians, and 2) that funds collected by giving such care to non-Indians shall be spent on providing care for Indians.
