An amendment to state that it is the sense of Congress that the Secretary of the Army should strengthen his capability to verify the accuracy of large claims made by the Federal Republic of Germany against the U.S. for damage resulting from official maneuvers, operations, and other actions of the U.S. Army, whenever possible, through the use of the U.S. Army Corps of Engineers stationed in the Federal Republic of Germany or through other personnel of the Department of the Army if such members are not available.
