An amendment to the Courter substitute amendment to add that the President shall be required to send a report on proposed rescissions to eliminate waste, fraud, abuse, and mismanagement in the DOD authorizations. The amount to be rescinded is to equal 8 million dollars. The amendment also states that it is the sense of Congress "that the President's War on Waste should be aggressively pursued in every area in which the taxpayer's money is spent." The administration's efforts to end waste, fraud, abuse and mismanagement are praiseworthy and should be expanded.
