CLERK read an amendment to strike Section 602 which sets restrictions on contracting out of commercial industrial type functions. Section 602 requires that the military commander of the major operating command affected by the contracting out must certify that such a procedure will not adversely affect the mobilization or emergency contingency missions of the command or the anticipated requirements of the command in war.
