An amendment on the previous legislative day to prohibit expenditure of funds for the MX basing mode until the President determines the type of basing mode to be used, the Secretary of Defense submits a written report justifying the President's selection and comparing and evaluating it in relation to alternative basing modes, and Congress has not, within 60 days of receiving the President's certification, passed a joint resolution of disapproval. The amendment also requires development to continue on the MX missile system so as to make deployment possible by December 31, 1986.
