An amendment to prohibit the expenditure of funds for the MX missile until the President a) has completed his review of previous strategic arms limitation (SALT) negotiations, b) is prepared to resume SALT negotiations with the Soviets, with one of the principal aims being to establish a limit on the number of ICBM launchers and deployable warheads on both sides, and c) formally transmitted to the Soviets the desire to resume the SALT negotiations.
