A substitute amendment to the Kazen amendment to prohibit assistance to an alien unless the alien a) is lawfully admitted for permanent residence b) is married to a U.S. citizen or is a parent of an unmarried child under the age of 21 years of such a citizen who has filed for permanent residence status, c) has been granted asylum by the Attorney General, or admitted as a refugee under U.S. law, d) or admitted because of political or other persecution.
