An amendment to require that the U.S. cannot sell crude from the Naval Petroleum Reserve of Elk Hills unless the oil in storage within the Strategic Petroleum Reserve exceeds 500,000,000 barrels or that the oil transferred to the Strategic Reserve is replaced in equal amounts in the Naval reserve.
