Amendment97th Congress
An amendment to prohibit the expenditure of funds for an MX basing system until 1) the President selects a specific basing mode and transmits a written description of the mode to Congress, 2) the Secretary of Defense presents a justification of the selected mode with comparisons and evaluations of alternative modes, and 3) 60 days have elapsed from the time of receipt of the President's description and choice without both Houses of Congress having adopted resolutions of disapproval.
