An amendment to prohibit supplemental appropriations in this bill provided for the Departments of Labor, Health and Human Services, Education and their related agencies from being used for any quota system in relation to race, creed, color, national origin, or sex. It prohibits systems that use ratios, quotas, or other numerical requirements.
