An amendment in the nature of a substitute to increase budget authority by 6 billion dollars and outlays by 2 billion dollars and to increase revenues by 28.1 billion dollars. It would provide a .5 billion dollar surplus for FY '82 and assumes the Administration's January 1, 1981, request for business tax cuts with a delay in individual tax cuts until 1983. The amendment proposes a revenue floor of 717 billion dollars in FY '82, a net decrease in aggregate revenues of 2.3 billion dollars.
