An amendment in the nature of a substitute to increase defense spending to the requested administration's level for FY '82, FY '83, and FY '84. Defense function authority is increased from 219.6 billion dollars to 226.3 billion dollars with outlay reductions from 189.7 billion dollars to 188.8 billion dollars. The deficit is decreased to 24.7 billion dollars. The amendment, other than the increase in the defense function, is the same as the committee resolution.
