- To provide that a blind individual otherwise eligible for benefits under section 223 of the Social Security Act not be regarded as able to engage in gainful activity solely because of the earnings of such individual, and that the benefits payable to such individual be reduced in accordance with the procedures prescribed by section 203 of such Act.
