- Purpose
- To prevent funds from being obligated or expended until the President certifies in writing to certain committees of the Congress either (1) that the funds provided for U.S. embassy security are sufficient to provide adequate security at a level the President considers acceptable, or (2) that the funds are sufficient and that adequate security at an acceptable level of risk could be achieved by such additional funds as the President may specify.
