- To clarify that bank holding companies and their competitors can obtain judicial review of a Federal Reserve Board finding that a proposed activity is permitted under the Bank Holding Company Act, and that both S&L holding companies and their competitors can obtain judicial review of a Federal Home Loan Bank Board finding that a proposed activity is permitted under the National Housing Act.
