- To strike language that no funds may be expended by the GSA to sell, dispose, transfer, donate, or lease the real property and improvements known as the Hickam Air Force Base Administration Annex unless by transfer to the State of Hawaii or any agency thereof with procedures under section 23 of the Airport and Airway Development Act of 1970 as in effect on the date of such application to the FAA.
